About the RESTORE Act

The Resources and Ecosystems Sustainability, Tourist Opportunities and Revived Economies of the Gulf Coast States Act (RESTORE Act) of 2012 established a trust fund for which 80% of the Clean Water Act civil penalties from the Deepwater Horizon Oil Spill will be distributed to impacted areas for recovery. Gulf County is a disproportionately affected County and will directly receive funds to the County through the Direct Component of the Act.

Gulf County Approved Multiyear Implementation Plans (MYIP)

The RESTORE Act and the Treasury’s implementing regulations direct the eligible state, county, and parish applicants to prepare and submit a multiyear implementation plan to Treasury for acceptance before the entity can receive a Direct Component activity grant. The plan should describe each activity for which the entity seeks funding under the Direct Component and as part of preparing its multiyear plan, the entity should make its plan available for public review and comment for a minimum of 45 days to obtain broad-based participation from individuals, businesses, Indian tribes, and non-profit organizations before the plan is submitted to Treasury for acceptance. The state, county, or parish applicants may periodically update their plans by following the same steps, which are outlined in 31 C.F.R. § 34.303(b). Gulf County Local RESTORE Act Advisory Committee (RAC)

The Gulf County local RESTORE Act Advisory Committee (RAC) was established in 2012 to assist in development of a local plan for implementation of RESTORE Act funding to be received locally through the Direct Component. Twenty-four meetings were held in 2012 and 2013 and a pre-proposal process was solicited. Once the Interim Final Rule by which Treasury administers the funds was published and finalized, the RAC began the rigorous process of developing the Multiyear Implementation Plan (MYIP) with the assistance of a third-party contractor. The initial MYIP was approved by Treasury on 2/17/2017 and RAC had completed its mission. Any amendments to the MYIP are submitted to Treasury for approval following a 45-day public comment period as required by the Final Rule.
